Tyler Trouten

Tyler Trouten

Commission Chairman (Chief of Elko Police Department)

Police Chief Ty Trouten began his career with the Elko Police Department in 1997 as a Reserve Officer.  In 1999 he became a full-time Police Officer, working a variety of assignments to include patrol, detectives, Elko Combined Narcotics Unit, SWAT, and administration.

Chief Trouten was promoted to Sergeant in 2007, overseeing the detective unit.  He was promoted to Lieutenant in 2009 overseeing the patrol and specialty team operations.  Chief Trouten returned to the investigation division in 2017 as Captain, also overseeing the civilian division.

Chief Trouten holds an Associates of Applied Science Degree in Criminal Justice from Great Basin College, and a Bachelor of Science Degree in Organizational Leadership from the University of Charlotte West Virginia.  He graduated from the 266th Session of the FBI National Academy in 2016.

Chief Trouten believes strongly in serving the community, both from within law enforcement and outside of law enforcement.  He is a charter member and officer of the local Great Basin Elks Lodge #1472, a member of Rotary, has worked to support Special Olympics, local veteran’s interests, and the Elko Community Foundation. 

Kevin McKinney

Commissioner (Chief of Carlin Police Department)

Chief Kevin McKinney started his career in law enforcement in 1988 in Idaho, working for the Homedale Police Department and the Nampa Police Department.   In 1999, Chief McKinney and his family moved to Nevada where he began working with the Elko County Sheriff's Office. During his time at the Elko County Sheriff's Office, Chief McKinney held positions as a Patrol Deputy, a Detective, a Detective Sergeant, the Detention Division Lieutenant, the Law Enforcement Division Lieutenant and as the Interim Undersheriff. While at the Elko County Sheriff's Office, Chief McKinney was appointed to the Nevada POST Commission. 

In 2021, Chief McKinney was appointed to be the Chief at the Carlin Police Department, where he currently serves. 

Chief McKinney graduated from the 261st Session of the FBI National Academy in 2015 and currently serves on the Nevada FBINAA executive board.  

In 2018 graduated from the University of Oklahoma with a Bachelor of Science degree in Criminal Justice.  Chief McKinney is continuing his studies seeking his Master of Science Degree in Criminal Justice at the University of Oklahoma.  Chief McKinney was awarded the Nevada POST Executive Certificate in 2022. 

Chief McKinney has instructed various trainings in the areas of Criminal Investigations and Supervision, including, sexual assault investigations child abuse investigations, interview and interrogation and first line supervision.

Timothy Shea

Commissioner (Chief of Boulder City Police Department)

Chief Shea began his law enforcement career over 45 years ago when, at 18, he was selected for a paid internship program with the El Cajon (CA) Police Department.  This program combined on the job experience and training with full time college programs at San Diego State University. The goal was to develop future law enforcement leaders and managers.

At age 21, Chief Shea became a San Diego County Deputy Sheriff. Following academy graduation, he was assigned to Detention and Corrections Bureau, Central Jail for almost two years. Duty assignments followed as a patrol deputy working through-out San Diego County, to include assignments at the international border at Tijuana.  His last assignment was in traffic enforcement as an Accident Reconstructionist.   He also served as a Field Training Officer, and assisted at the Sheriff’s Academy.

After 8 years with San Diego County, family obligations forced a move to the Pacific Northwest.  There Chief Shea joined the Seattle Police Department as a Police Officer. As a patrol officer he worked all four of Seattle’s precincts and their diverse communities.   He was assigned to SWAT, was a Field training Officer, and helped re-write Seattle’s Field Training Program.  After four years he lateralled to the Snohomish County Sheriff’s Office, which is located directly north of Seattle.

Chief Shea was with the Snohomish County Sheriff’s Office for over 28 years.  He started his tenure as a Deputy Sheriff, working patrol assignments through-out the county.  He promoted through the ranks ending his service as a Bureau Chief, commanding the Field Operations Bureau.  During his 28 year tenure, Chief Shea held a wide variety of positions and responsibilities.  These included commanding Patrol Precincts, the Investigations Division, Personnel Services Division, Research and Development and for 11 years, the Special Operations Division which had 18 operational units including Mounted, Aviation, Marine Operations, Search and Rescue, SWAT, the Civil Disturbance Unit, Armored Support Unit and the Honor Guard.

Retiring from the Sheriff’s Office in late 2013, Chief Shea moved to the Las Vegas area.  He served as the Supervising Marshal for the Las Vegas Justice Court, then in June 2016, became Chief of Police for Boulder City.

Chief Shea also served over 20 years in the United States Coast Guard as a reservist.

Chief Shea as two Associate’s Degrees, an AS in Criminology and an AA in the Administration of Justice. He has a Bachelor’s Degree in Law and Justice.   He is a graduate the Washington State’s Command College and the FBI National Academy, Session 228.

George Togliatti

George Togliatti

Commissioner (Director of Nevada Department of Public Safety)

George Togliatti is currently serving as Director of the Nevada Department of Public Safety with responsibility for the Nevada Highway Patrol, Nevada Division of Parole & Probation, Nevada Division of Investigation, Homeland Security, Division of Emergency Management, Capitol Police, Records, Communication & Compliance, Cyber Defense Coordination, and Fire Marshal. He was appointed to this position in 2019 by Governor Steve Sisolak, and previously served in this capacity through an appointment by Governor Kenny Guinn in 2004.

Prior to his appointment as Director of Public Safety, Mr. Togliatti served as Vice President of Security, Surveillance, & Safety at Mandalay Bay Resort & Casino, MGM Resorts International; Regional Vice President of Government, Community Relations, and Regulatory Compliance for Harrah's Entertainment Inc.  He also served as Treasurer of the Harrah's Employee Political Action Committee (PAC).  In addition, he established and served as Treasurer of The Harrah's Foundation, a not-for-profit private foundation.  Prior to the relationship with Harrah's, Mr. Togliatti served as Vice President of Corporate Security, Government and Community Relations for Caesars World Inc.

Mr. Togliatti is a member of the Society of Former Special Agents of the FBI, a former

member of the Mt. Charleston Town Advisory Board for Clark County, the Board of the Nevada Council on Problem Gambling, and the FBI Citizens Academy Foundation. He is also a former board member of the Las Vegas Metropolitan Police Civilian Review Board, the Las Vegas Metro Chamber of Commerce Board of Trustees, the Nevada Resort Association (NRA) Government Relations, Budget, and Regulatory Affairs Committees, the Women’s Development Center, as well as other community organizations in Nevada.

Mr. Togliatti is a former Supervisory Special Agent of the Federal Bureau of Investigation.  During his FBI service, he managed the organized crime and drug units in Las Vegas, and also served as the white-collar crime supervisor.  He served the Bureau as a Special Agent in Detroit, Michigan and Boise, Idaho assigned primarily to criminal matters, electronic surveillance, and undercover operations.  While assigned to the Detroit Division, he was the undercover agent in a racketeering case that resulted in the conviction of the then Genesee County (Flint, MI) District Attorney.

While working in the Las Vegas Division of the FBI, he was the undercover agent assigned to infiltrate the Gambino and Detroit organized crime families' operations in Nevada.  In the latter case, he testified in 2002 in the trial of alleged mob underboss, Anthony Zerilli, and in 2001, in the trial of mob boss Jack Tocco and two of his capos.

Mr. Togliatti is a former Naval Aviator.  He achieved a Bachelor of Arts degree in Economics from Iona College in New Rochelle, New York, performed graduate study in Accounting at Golden Gate University in San Francisco, and is in possession of a Master of Arts degree in Criminal Justice Administration from the University of Detroit (Detroit-Mercy), Detroit, Michigan.

Russell Niel

After serving over 8 years in the United States Marine Corps as a Counterintelligence Specialist, Deputy Chief Russell "Russ" Niel began his career with the Nevada Gaming Control Board (NGCB) in 1996 as a field Agent in the Reno Enforcement Office. For approximately the next 10 years he conducted numerous investigations involving crimes against the gaming industry related to theft, employee embezzlement, cheating at gambling activity, and so on.  He also conducted many patron disputes, regulation violations, and gaming employee background investigations before being promoted to Senior Agent in 2006.  As a Senior Agent he supervised all shifts at one point in time or another and assisted with the Northern NGCB Special Investigations Unit in conducting high-profile multi-agency investigations which included illegal sports book and narcotics sales activity throughout Northern Nevada as well as tracking NGCB "Black Book" (GCB List of Excluded Persons) subjects. In 2009 he was promoted to the rank of Supervisor of the Carson City Enforcement Office and managed Enforcement operations and investigations in the Carson City and Lake Tahoe Region. In 2011 he was transferred back to the Reno Enforcement Office where he managed operations and investigations there.  After a short time in Texas where he also became certified as a peace officer by the Texas Commission on Law Enforcement (TCOLE) he returned to the NGCB and became the Northern Nevada Special Agent managing the Special Investigations Unit. During that time he became federally deputized and served as a Task Force Officer with the FBI Safe Streets Task Force - Reno and also worked closely with the United States Drug Enforcement Agency in numerous investigations involving the sales of illegal narcotics and prescription drugs, and child porn to name a few. In 2017 he was promoted to the rank of Deputy Chief overseeing all Northern NGCB Enforcement Operations in the Carson City, Reno and Elko area of operations.

Russ graduated with honors from the University of North Texas with a Bachelor's of Applied Arts and Sciences Degree from the College of Public Affairs and Community Service. He also graduated of the FBI National Academy, Session 247 in 2011. He holds his Basic, Intermediate, Advanced, and Supervisory Nevada P.O.S.T. Certificates. Russ is also Firearms Instructor, Defensive Tactics Instructor Trainer and Field Training Officer.

Ms. Young is a mother of two beautiful children, KaPreace (25) and Anthony (21), and grandmother to Zaccai Thompson (7). She is an advocate for families, community, young women, and education. As a resident of the Reno/Sparks community for over 25 years, she has been a spokesperson for the community, diversity and equitable practices, student achievement, and community and economic development. She is a public speaker, trainer, business owner, workshop facilitator, and community collaborator at heart. 

Ms. Young is the former WCSD Director of Equity and Diversity and has recently been appointed the Program Director for the Department of Defense High Sierra STARBASE Program. Her work is within systems to support and clarify the role of Equity and Cultural competency interwoven into all schools, departments, and systems. Ms. Young leads work around programs and policies that must be addressed through an equitable and culturally responsive lens, as well as creating and facilitating professional learning around Equity and Cultural Competency. Ms. Young is the owner of Tiffany Young Consulting, LLC. and is a Fulbright Specialist with the U.S. Department of State, Bureau of Educational and Cultural Affairs.

Ms. Young holds a M. Ed. and B.A. from the University of Nevada, Reno where she is also an Adjunct Professor in the College of Education, Human Development and Family Sciences Department.  She has served the WCSD Parent Involvement Committee as a member and chair. Ms. Young has been a Commissioner for the Nevada Equal Rights Commission (NERC) since January 2006 and has participated as a Peer Mentor for the Department of Justice Community Capacity Development Office (formerly the Executive Office for Weed and Seed).  She has recently been appointed to the Peace Officer Standards & Training (POST) Commission in 2021. She has served as the Mistress of Ceremony for the Northern Nevada Human Resources Association Conference in addition to facilitating workshops on Diversity and Community Involvement. She is the past President of the Northern   Nevada Black Cultural Awareness Society (NNBCAS). She previously served as a Board Member for Join Together Northern Nevada (a drug prevention coalition), the Impartial Policing Advisory Committee, and the Human Services Network. She was awarded the Education Service Award by the African American Clergy Council of Northern Nevada (AACCONN), awarded a community service award by the local chapter of the Negro Business and Professional Women's Club, appointed to the Commission on Minority Affairs from 2013 to 2014, and served as the Keynote speaker for the National Negro Business and Professional Women's Club conference held in Reno in 2012.

Ms. Young has consulted locally, nationally, and internationally with the Northern Nevada International Center on various projects. In 2019, Ms. Young traveled to Zambia to co-facilitate a Training of Trainers model for girls under the age of 25 from peri-urban areas including Garden, Kamwala, Matero, Mutendere and Chawama. The Training of Trainers guided volunteers of She Entrepreneur to integrate into the trainings lessons that address the social needs of young mothers, mostly adolescents who are part of She Entrepreneur program, and incorporate lessons on diversity, inclusion, equity and cross-cultural communication, as well as training of teachers in small towns and students at the University of Zambia.

Rob Straube

Assistant Chief Rob Straube has been employed with the City of Las Vegas Department of Public Safety for 20 years and currently holds the rank of Assistant Chief.  He has worked in several positions in the department, including Classification Officer, Internal Affairs Detective, Field Training Officer, Sergeant, Lieutenant, and Deputy Chief.  Assistant Chief Straube holds several certifications, including his Intermediate, Advanced, and Supervisor POST certificates.  Assistant Chief Straube has a Bachelor's degree in Business and a Master's Degree in Management and Leadership.  He currently oversees Support Services, which includes Training and the Academy, amongst many other ancillary duties. 
Jamie Prosser

Jamie Prosser

Commissioner (Assistant Sheriff of Las Vegas Metropolitan Police Department)

Assistant Sheriff Jamie Prosser holds a bachelor's degree in psychology and has been employed with the Las Vegas Metropolitan Police Department for 20 years (2002 - current). 

After four years on the department, Prosser promoted to Detective in the Robbery Section. During her tenure as a Detective, she was responsible for long-term investigations involving robberies, kidnaps, extortions and bomb threats. In 2011, she promoted to Sergeant and was assigned to the Southeast Area Command, where she supervised a patrol squad prior to being selected to supervise the Community Oriented Policing team.

Prosser was eventually assigned to the Internal Affairs Bureau where she led a team of detectives who were tasked with  complex cases involving allegations of misconduct by employees. In October 2013, she was selected to supervise the completion of the nationally recognized Collaborative Reform Process, serving as the liaison between the Center for Naval Analysis and the Las Vegas Metropolitan Police Department. While assigned to the Office of Internal Oversight, she was the project manager and oversaw the Force Analysis Compliance Team, which was responsible for analyzing all non-deadly use of force reports to identify trends and patterns involving force.  

When she promoted to Lieutenant in July 2015, she was assigned to Bolden Area Command where she was tasked with overseeing four newly decentralized investigative squads and the Community Oriented Policing Team; which has been recognized nationally for their contribution and dedication to the quality of life within their community.

Following her lieutenant assignment in patrol, she transferred to the Counter Terrorism Section prior to being selected by the Sheriff to oversee the Criminal Intelligence Section. Prosser collaborated with state, local and federal partners to complete investigations and share intelligence. While assigned to the Criminal Intelligence Section, she oversaw investigations surrounding public integrity and organized crime.

Upon promoting to Captain, Prosser was assigned to the Internal Oversight and Constitutional Policing Bureau which is comprised of the Critical Incident Review Team, Force Investigation Team, and the Office of Internal Oversight.  The bureau is responsible for conducting criminal and administrative reviews of all deadly use of force incidents and other high-risk critical incidents.

In 2019, Prosser was transferred to Northeast Area Command to oversee patrol operations, investigations and community outreach. Routinely partnering with researchers, educators, and community leaders to develop new strategies to combat crime.

Prosser was appointed as Deputy Chief of the Professional Standards Division in November of 2021. In addition to overseeing the Internal Affairs Bureau, Office of Human Resources, Organizational Development Bureau, Police Employee Assistance Program and the Metro Volunteer Program; she sits on various committees and boards on behalf of the department. She has since promoted to Assistant Sheriff.

Daniel Coverley

Sheriff Dan Coverley was born and raised in Douglas County.  Dan graduated from Douglas High School in 1988 and attended Ricks College in Rexburg ID, where he played football and studied Animal Science.  Dan transferred to the University of New Mexico where he played football and graduated with a BA in Criminology. 

Dan has been in law enforcement for 25 years, starting his career with the Albuquerque Police Department.  In 1997 Dan moved back to Douglas County when he was hired by the Douglas County Sheriff's Office.  Dan has worked in every division within the Douglas County Sheriff's Office.  Dan started in the jail, then went to patrol.  Dan was promoted to Investigator in 2001 where he investigated numerous different types of crimes including child abuse, sexual assault, homicide, burglary, fraud and narcotics.  Dan promoted to Sergeant in 2005 where he worked in the jail, patrol and investigations.  Dan was promoted to Captain in 2014.  Dan was a member of the Sheriff's Office SWAT team from 1999 to 2014.  Dan attended the 263 Session of the FBI National Academy in Quantico VA in 2015.  Dan was elected as Douglas County's 21st Sheriff in 2018.

Since his election Dan has implemented several new programs within the Sheriff's Office.  Dan started a take home car program for his patrol division, allowing the deputies to take their cars home.  Dan purchased Live 911, allowing deputies to listen to 911 calls as they are being processed giving them first-hand knowledge of the calls as they are being received.  Dan outsourced his DNA evidence processing to a private lab, increasing the turn around time to less than a month rather than over a year.  This allowed DNA evidence to be used quickly in identifying offenders and making arrest. 

Dan is married to his wife Sarah and they have three daughters, Hannah, Payson and Molly.  Hannah and her husband Ben have one daughter, Harper.  Payson is enrolled in a veterinary tech program at Truckee Meadows Community College and lives in Reno.  Molly attends the University of Sioux Falls in South Dakota on a soccer scholarship. She is majoring in Criminal Justice and Psychology.   Dan and Sarah operate a small ranch, raising Angus beef cattle.  Dan is an avid team roper and competes regionally all year long.

Oliver Miller

Deputy Chief Oliver Miller began his career in law enforcement with the Sparks Police Department in 2000. In 2003, he was selected for lateral hire with the Reno Police Department. Miller has worked in a variety of assignments to include; Patrol, Regional Gang Unit (RGU), Detectives Division in the Family Crimes and Sex Crimes/Child Abuse Units. His collateral responsibilities included the Special Weapons and Tactics (SWAT) Team Commander, Canine Unit Commander, Honor Guard Team Commander and the Critical Incident Negotiator Team (CINT) Sergeant.  Miller is a California native and moved to the Truckee Meadows community in 1980. In 1995, he enlisted in the Nevada Air National Guard and was assigned to the 152nd Logistics Readiness Squadron. After being selected for officer candidate school in 2008, he served as the Equal Opportunity Director for the Nevada Air National Guard until his retirement in early 2015.  When Miller is not working, he enjoys spending time with his family. As a forty-three year resident of the Reno/Sparks community, he understands the value and importance of building community trust and partnerships.
